No Statistical Sampling in 2010 Census

This has been a huge battle for Republicans. Basically Democrats and others argue that certain areas of the country, cities and the like, are under counted, hence you can use formulas to come up with how many people should be living there. Perhaps you have seen Al Gore ranting about this and telling African-Americans that Republicans do not want to even count them in the census, this is what he was talking about. Republicans on the other hand argued the Constitution calls for every person to be counted by hand, and have gone to court to block sampeling before.

WASHINGTON (AP) -- President Barack Obama's pick to lead the Census Bureau has ruled out using statistical sampling in the 2010 head count.

Robert M. Groves is seeking to allay GOP concerns that he might be prone to put politics over science.
