Anyway the deal was for weapons including surface to air missles ti be funneled to the terror group in exchange for influence and training for Venezuelan officers in the art of guerrilla war. This is logical as Chavez has increasingly pushed for his military to adopt an asymmetrical strategy to fight against a Yankee invasion that will never come.
